I planted my tree about 3 years ago. It seems the blooms this year are kind of bland. I know we had a drought over the last couple of months - could that have anything to do with that? Also, should the tree be fed during the summer, or during the fall?
I do think the drought might have contributed to this. This page has a good overview of other reasons a cherry might not bloom well:

The spring is the best time to fertilize weeping cherry:

I live at North Carolina Eastcoast. I want to plant a weeping cherry tree in Memory of my daughter. I have been told that it will not grow here, because it is too hot. Is this really the case?
Weeping Cherry Tree grows in zone 4-8
You are in zone 8, you should be able to grow this ornamental tree.

Transplanted last fall, and it had very few blooms this spring. It just now showing some suckers starting to grow. Will this tree make it? How long will it take to recover?
Test the branches of the tree. Do they bend or snap off?
Dead branches will break.
Scratch the bark. Healthy live tissue will look green.

Remove the suckers, these are growing from the root stock.
If you see no signs of life, the tree leafing out, it may have died off.
Make sure you water a newly transplanted tree for the first year until it is established.
I have heard that you should cut any branches below the graft. I have one three to four feet and a branch like 14" below the graft. Should I?
Yes, suckers that grow from below the graft on your tree should be pruned away.
They take energy away from the tree and root stock can take over.
Dear Sirs, Can you help me please. I am thinking of growing a Cheal's Weeping Cherry (Prunus 'Kiku-shidare-zakura) in a container in my garden. Are these suitable for growing in a container and what size container would you recommend. I have been looking are various types of potting soil and I have been looking at one that is 50% peat free and 8 months slow release feed and water retention material with the soil. Is this suitable or do you need to use a special type of soil. Look forward to hearing from you. Colin Hurdsfield
Yes, this makes a good container tree.
Use a good quality commercial potting mix.

I planted the tree, which had buds but looked dormant.I watered every plant according to directions, and still no change. It still looks dormant. Do you think the tree is bad, or could it still be dormant? The buds look a little bigger but hard to say. No leaves or any kind of life yet. I live in Tom's River N.J. The tree looks like a stick & my wife wants to get rid of it. Any help would be appreciated. Thank you.
Your tree should probably be flowering right now, but if the buds are still alive, well...it could just be getting a slow start. You can cut into one of the buds to determine whether the tree is still alive. This article will walk you through that: https://www.gardeningknowhow.com/ornamental/trees/tgen/tree-leafing-problems.htm
