Q.Weeping cherry tree.

I live at North Carolina Eastcoast. I want to plant a weeping cherry tree in
Memory of my daughter. I have been told that it will not grow here, because it is too hot. Is this really the case?

Weeping Cherry Tree grows in zone 4-8

You are in zone 8, you should be able to grow this ornamental tree.
