Q.grafted weeping cherry tree

I have heard that you should cut any branches below the graft. I have one three to four feet and a branch like 14″ below the graft.

Yes, suckers that grow from below the graft on your tree should be pruned away.
They take energy away from the tree and root stock can take over.
