Q.Weeping cherry tree. Bought 5 weeks ago 4/14/16

I planted the tree, which had buds but looked dormant.I watered every plant according to directions, and still no change. It still looks dormant. Do you think the tree is bad, or could it still be dormant? The buds look a little bigger but hard to say. No leaves or any kind of life yet. I live in Tom’s River N.J. The tree looks like a stick & my wife wants to get rid of it. Any help would be appreciated. Thank you.

Your tree should probably be flowering right now, but if the buds are still alive, well...it could just be getting a slow start. You can cut into one of the buds to determine whether the tree is still alive.
