It is now June, and the branches have no leaves. However, the tree is sprouting new leaves from the trunk, lower down below the weeping older branches. What should I do?
If the new branches are growing beneath the graft union they are probably just suckers. These articles may help:

Hi I Just replaced my 20 year old weeping Cherry with a new one and I noticed this crack the other day. Does anyone know what it might be and what I should do for it? Also the leaves are starting to look a bit funny. Thanks for your help!
I don't see any crack in the bark in the images that you provided.
You tree does look stressed and careful watering needs to take place; daily for the first 2 weeks.
3 to 4 inches of hardwood mulch will help with moisture control, but avoid mulch in a 6 inch diameter around the base of the tree.
Review the planting and care information in the link below.

Picture of Crack . Thank you!
This image appears to show some sort of damage to the trunk, since the bark has peeled away. I might suggest checking with the garden center that you purchased your tree from, they may offer a replacement.
Most bark damage can heal on it's own, but you should watch for signs of pests or disease.

About 5 of the largest main weeping branches have all died (one more is starting to have leaves dry up also). Some short new growth is coming in at the top of the tree. What do you suppose happened? What can be done?
If your branches died of disease, they definitely must be removed. If they died due to underwatering, removing them is not quite as urgent. Depending on how old the tree is, it may not have been planted correctly. These articles may help you:

My new home has a dwarf weeping cherry tree that appears to be just a year or two old...about 6 feet tall. One of the top branches is not weeping. It is about two and a half feet long, and sticks up and out (as if pointing between the numerals one and two on a clock face), and its leaves are a bit different than on the rest of the tree (bigger, less glossy). What does this mean? What can be done about it?
It may be from improper pruning.

Hello! So I planted it about 3 weeks ago, and the leaves have all gotten brown and dried up. Do I remove them? Do I trim the branches as well? Is it salvageable? Thank you for your assistance!
Watering a newly planted tree is very important.
Make sure the soil and planting area is well draining.
Daily water for 2 weeks, then a bit less; but regular irrigation throughout the growing season.
3 to 4 inches of hardwood mulch will help with moisture control.
If the branches snap and break off, they have died.
This article will refresh you on the care requirements.

Most reputable garden centers will guarantee a new tree for 1 year, so if it does not come back next year, you may be able to have it replaced.
What is wrong with my weeping cherry tree? I just got a weeping cherry tree for my patio. It was planted into a container with drainage by the garden place that sold it to me, but now about a month later it is shedding its green leaves at an alarming rate. Some of the branches have also seemingly died - the leaves turned brown. However the brown leaves remain on the tree, while it is the healthy green leaves it is shedding. What could be wrong? I have watered it regularly, when it was dry, plus it has rained a lot
Make sure you are watering properly, you will need to check daily or even twice a day if temperatures are above 85 degrees F.
Soil should be moist, not soggy or dry.
Make sure the container is draining, you may need to 'lift' the pot from the ground to ensure drainage. You can set the container on bricks or garden centers sell pot lifter feet.
