I just purchased a weeping cherry tree. I live in Illinois. I don't know if I should grow it inside over the winter or go ahead and plant it now in late summer.
You should go ahead and plant it out now.
Daily watering for the first 2 weeks is very important then you can cut back but continue through the fall.
Here is a link with growing information and will help select a planting location.

I can't figure out if my weeping cherry is a grafted tree or not, so I don't know if I should prune the straight branches.
It is most likely that your Weeping Cherry is a grafted tree.

Our Weeping Cherry tree leaves are curling as though it needs water. The surrounding soil feels good, and tree is on a two hour drip every third day. There are no buildings or other plantings near by. We live in Cottonwood, AZ, north of Phoenix about a hundred miles. Any suggestions for the leaf curl?
Check whether your tree matches the symptoms of the Cherry Leaf Curl (Taphrinia) disease described in these articles:

Also check your tree for any insects which could be causing leaves to curl, including leafrolling caterpillars, aphids, and others.
When should a weeping cherry tree be planted? Fall or spring? Just moved and need tree(s). Weeping cherry was recommended.
You can plant a Weeping Cherry in the spring or fall. Watering a newly planted tree is very important to get the roots established before the ground freezes. Mulching with 2 to 3 inches of hardwood mulch will help with moisture retention.

Just planted a weeping cherry a few weeks ago. It has beautiful blooms but we have frost this weekend with temperatures dipping in the 20's here in North Carolina. Is there anyway to protect the tree? Covering the base or tree itself? Many Thanks
Yes, you can cover the tree during these periods of cold.
Remove the coverings as soon as the temperatures warm again.

Newly planted weeping cherry tree in full bloom with blossoms and leaves. Put mulch around base. Calling for freezing rain/snow this weekend over night. Would it hurt to cover the tree top with a light sheet during precipitation? My Many Thanks!!! B
I would cover the plant, then remove when the weather has passed or it warms.
