This year near San Antonio we are having an abundance of rain and storms including bursts of wind (not normal here). My yard is natural and this 30’ RedBud tree succumbed to the wind BUT it’s still alive and since it fell it started to bloom (which it has not been doing). I’m trying to right it but it’s just too high for one man and a winch. Should I cut it the top off (July 4th) while it’s cool and rainy at the first angle (about 8’ high) or lop it off just above the ground and nope it regrows? Or ... your suggestion. This is the wrong time of year for pruning and topping a tree is never recommended.
I would just try putting the tree back into place. Replace soil that is missing with a good amount of top soil and organic amendments.
See if the tree responds and grows. They you can prune out dead material in the winter when the tree is dormant.
Anchor the tree in place.
You many want to consider having the tree inspected by a qualified Arborist, it may save you time and money if the tree is not worth saving.

The upper branches of the tree are healthy. Can I prune this tree in the Spring? Should I remove the branches that grew from the base?
Sounds like the top of the tree died off.
You can prune out the dead branches and allow the tree to grow back.

Bark is peeling off the trunk of the tree and there are 2 new tree shoots coming out What should be done
Try bending the branches; do they snap off and break?
Scratch the bark; is it green underneath?
It sounds like the top of the tree died off and that you have shoots growing from the roots; still alive.
It may take some time and the tree may have more of a shrub appearance.

Hello My Redbud Trees is grown out but very low to the ground and not growing up at all...it is it's first year of planting. right now the measurements are about 4 feet tall and about 15 feet wide..is this normal? is there anything I need to do to make it grow up and not out? Thank you

Their flowering habit is a bit unpredictable when it comes to age. Sometimes they only take a few years to flower, and sometimes they take many years to flower. It is also very difficult to guess a trees age (especially in container) without killing it.
With that being said, and knowing that it is in container, my guess is that it doesn't have enough nutrients. I would feed this once per year with an all purpose. They aren't heavy feeders, but they can lose nutrients in container by rain washout.
You may also want to take it out of container, and cut out the thickest roots, leaving the smaller feeding roots. They don't need stabilizing roots in container, since these are to keep it upright in the open ground.This will be done, either, right after flowering, or during dormancy.
Make sure that you replant with good topsoil mixed with compost, or mixed with potting soil.

top at an angle hoping it will put on new growth. What else can i do? It has about a 2 inch area that is where a branch was torn off, and the area is somewhat fresh...could I scrape this area to possibly get it to start some growth there? I am sick, and just hate to lose it. Any help appreciated. Do you think it might start new growth at the top where I have cut it? thanks for your advice.
You need to repair the 2 inch area where the branch was torn off. Instructions below. I also included information about overpruning and its damage.
Your tree has lost the branches that would provide leaves for photosynthesis. It may quickly grow back some spindly branches but the tree will mostly likely decline. You can wait and see how it responds, but the wounds have also opened it to disease. Keep it fertilized and watered properly and see how it does.
