I have a ruby redbud tree. it flowers first and then starts with green leaves and then they turn a wine color in almost a shape of a heart. the problem is it has become as wide almost as tall. almost looks like a huge ball and need to get a shape again as if it was falling in leaves. i dont know how to or when to take back the branches. afraid to just cut off limbs and have the tree suffer what do i do? The upper half of the redbud getting the most sun first started curling up, the dried out and are now dropping. The bottom half of the tree still has green healthy leaves.
Unfortunately, your photos did not come through. I won't be able to give you a direct answer. I can point you in the right direction, though. This will likely be bacterial or fungal pathogens. You can try fungicides, but it will not work against many bacterial infections. I'd check with your local extension service, and take samples to them for testing. Once you can get a positive ID, then you can begin to treat it.

When purchased top half of tree was damaged, Gardner said from drought, so he cut the top half of tree off.
It likely is in shock from the transplanting and also the pruning. You can scratch off some bark to see if it is still alive. If it is green underneath it is still alive. Continue to water well about every third day. Here is more on its care.

What Is it and what should I do
Is that an older tree? If so, the orangish layer underneath will often start to show through and is not a cause for alarm. However, the bark on your tree is sloughing off, which could be natural due to its age or could be due to disease, so keep an eye out for any additional symptoms like yellowing leaves or branch dieback.
Also, all those plants beneath the tree are competing with the tree for water and nutrients as well as preventing oxygen from getting to the tree's feeder roots. The best thing you can put under a tree is mulch out to the dripline.
