My redbud didnt bloom after pruning in the fall is it dead

Bark is peeling off the trunk of the tree and there are 2 new tree shoots coming out
What should be done

Try bending the branches; do they snap off and break?
Scratch the bark; is it green underneath?
It sounds like the top of the tree died off and that you have shoots growing from the roots; still alive.
It may take some time and the tree may have more of a shrub appearance.
