A healthy eastern redbud may live as long as 50-75 years. But many succumb earlier to verticillium wilt, borers or canker. It isn't possible to diagnosis your tree's problem with a brief description. Your options are to have a professional arborist look at it and recommend treatment or to take pictures and one of your spindly branches to your county Extension Office. The Master Gardeners there may be able to help. Find your local office from this website: Search.Extension.org

Try bending the branches; do they bend or snap off and break?
Branches that are alive will bend. You can also do a bark scratch test.
    See the article below.

Redbuds are susceptible to a couple of diseases that can kill a tree, quite quickly.
Also if your soil is poorly draining, root rot could be the cause of a slow tree or a complete die off.
Depending on the results of your tests on the tree, as described above. Give the tree a bit more time.

Did you have a cold spell that may have killed the buds?
This is the most common reason for bud loss.

This tree is also susceptible to a few diseases.
Verticillium wilt sometimes attacks and kills forest pansy redbuds. The soilborne fungal pathogens invade the tree's roots and quickly spread throughout the entire vascular system.
Forest pansy redbud trees sometimes attract canker pathogens, particularly those that cause Cytospora canker. This fungal disease primarily occurs on trees suffering from environmental stress caused by winter injury, drought, sunscald or pruning wounds.

It's possible your tree is a grafted Red Bud Tree; and that the top of the tree died off. The shoots you are seeing are likely from the root stock.

If the tree died, there is nothing that can be done. If this is a new planting, within the last year, you can talk with the greenhouse to see if they will replace the tree.
