the company that did the job said it's normal and that I should hire a company to treat for weeds
It is, almost, unavoidable without it being treated on a regular schedule. Alternatively, if you on't want to have someone else do it, then you can opt to treat the lawn for yourself.

I heard that pouring boiling water on weeds kills them. What about the plants that are near the weeds?
If the boiling water splashes on nearby plants, they will die too. This method is good for killing weeds in pathways, sidewalks and driveways, where there are no desirable plants.
Every year I have weeds growing up through the joints in my brick patio. I have sprayed, used vinegar and salt and am at my wits end. Suggestions?
Is the mortar missing in the spots they come through? If so, try touching up the mortar. Maybe sand would help block the weeds. Boiling water kills weeds, too, and you can try that as you see one coming up.

The planting advice is that the ground should be clear of perennial weeds however, I would like to use field beans and fodder radish greens to eradicate the weeds and wild grass in large sections of land.
It can help, but it may not eradicate anything larger than your plants, or more invasive.
Try to get rid of what you can, first, then use the plants to crowd out anything else, or new from invading.

We have 2 large vegetable gardens. We went to the beach for a week and came back and they had overtaken. What’s the best way to keep weeds out? Is there something that can be done so each year they become fewer and fewer weeds in that area?
For now, hand pulling is best, since you have plants still going. In the future, solarizing soil is a wonderful way to rid it of pests. It will kill off weed seeds in the soil, as well as infections and insects.

Hello, Trying to be green, I have a lot of floor runners that I do not need anymore. I'm planning on landscaping the front yard. I was thinking I could cut holes where I want the plants to go. Then lay the plastic runner on top of the tilled ground to block out weeds and cover with mulch. But I was wondering if I would need to poke additional holes for water to get to the plants? Or is this just a bad idea all together? Thank you for your time and advice.
It could be problematic for several reasons: air and water won't be able to get through (unless you add more holes which will allow weeds), the mulch won't be able to decompose and enrich the soil. The plastic also will suffocate the living organisms in the soil.
