Q.Can Green Manure Be Planed On Top Of Weeds And Used In That Way As A Weedkiller?
The planting advice is that the ground should be clear of perennial weeds however, I would like to use field beans and fodder radish greens to eradicate the weeds and wild grass in large sections of land.

It can help, but it may not eradicate anything larger than your plants, or more invasive.
Try to get rid of what you can, first, then use the plants to crowd out anything else, or new from invading.
