My tree peony is 15 years old and has never bloomed. It is large nice foliage no blooms. What do I need to do,
How do you fertilize that area? If you fertilize your lawn with a high nitrogen fertilizer, then this can be the reason. You can negate this by adding a fertilizer high in phosphorus and potassium. This will, often, supplement the nutrients that it needs to flower. This article will help: https://www.gardeningknowhow.com/ornamental/flowers/peony/how-to-grow-a-tree-peony.htm
I have a 1 year old peony that has never wilted before but will now suddenly droop in the afternoon (it perks back up in the evening and morning). I water it once in a while but I wouldn’t say often. It did not do this last year. It has always been in full sun. It also does not have any black spots or brown stems or any sign of a fungal disease that I can tell. What could the problem be?
Water peonies in spring as new growth emerges if there is no natural rainfall for two or more weeks. Irrigate lightly twice a week, providing enough to moisten the top 4 to 6 inches of soil but not enough to result in standing water.
Mulch the plant with a 2 inch layer of bark or similar mulch to help with moisture retention, but keep the mulch away from the base of the Peony.
Continue to water even after the flowers have faded to ensure plant remains healthy for next years flowers.

Can you advise me if I can re-pot an existing peony into a larger size container, rather than directly into my garden, and if so, are there any tips you could give me. Many thanks.

e same size ever since. Should I be worried? Move container to a sunnier spot? (We get hot here in NC and my other peonies have s uffered from too much sun so I put this one in a part-sun location. I have another peony in a sunny part of the garden...in three years I get a lush bush of leaves and no flowers...one year I had a couple of buds, but the heat fried them. That's why I put this Itoh peony in a shadier spot.
What do you fertilize this with, and how often? This could be that there is too much nitrogen, or not enough potassium and phosphorus. Both can show the same symptoms.
Can you include a photo? This can help me to better help you.

I want to used natural pesticides for the black spots on leaf. PNE plants.
I think you are referring to peony botrytis blight. This is caused by a fungus that overwinters in the soil. Here is a good picture and prevention/treatment approaches. http://www.missouribotanicalgarden.org/gardens-gardening/your-garden/help-for-the-home-gardener/advice-tips-resources/pests-and-problems/diseases/fungal-spots/botrytis-blight-of-peony.aspx

Front yard is North facing, the Peony there was planted in the fall of '16. It has bloomed last year and this year. The buds are covered in ants. The one in the back is on the west facing wall. It popped up out the ground the first spring I was in the house, 2015. The first couple of years it formed buds but then they would blacken and die. Last year someone told me it might be too deep, so I raised it up last fall. This spring it formed a few buds but this time the whole leave that the bud was on blackened and died. I think they both get about the same amount of sun and the soil is the same. Please Help??
It sounds, to me, like the one covered in ants may have an aphid problem. Ants farm aphids, so this is usually a sign of an infection. This article will help: https://www.gardeningknowhow.com/plant-problems/pests/insects/homemade-aphid-control.htm
The one that is turning black is, more than likely, lacking in phosphorus and potassium. A bloom formula will be helpful here. You could also, simply, apply potassium phosphate according to the instructions. It seems to have been jostled quite a bit lately, so this will take time to recover, as well.
