My tree peony is 15 years old and has never bloomed. It is large nice foliage no blooms. What do I need to do,

How do you fertilize that area? If you fertilize your lawn with a high nitrogen fertilizer, then this can be the reason. You can negate this by adding a fertilizer high in phosphorus and potassium.
