How do you fertilize that area? If you fertilize your lawn with a high nitrogen fertilizer, then this can be the reason. You can negate this by adding a fertilizer high in phosphorus and potassium. This will, often, supplement the nutrients that it needs to flower. This article will help: https://www.gardeningknowhow.com/ornamental/flowers/peony/how-to-grow-a-tree-peony.htm
