I have two peonies in two small whiskey barrels and a peony that became overcrowded in the garden. I live in Anchorage Alaska. Fall is quickly approaching and I need to know how to winter it. I can use all the help that I can get. First peonies! Help! Thank you.

This would be Powdery Mildew. This fungus is quite widespread, and unavoidable. I would advise treating with the fungicide of your choice. These articles will help:

Your article on growing peonies from seed included Itoh varieties. I thought they only produced sterile seeds?
Most are, but some of them will germinate with extreme patience. You can treat them like other Peony seeds. Keep in mind that they will not likely be true to seed or resemble the parent plant.

I would leave it. replanting would only add more stress than necessary. Instead, you will want to find out what is stunting it. Overwatering should be the first suspected issue.
Make sure that the top few inches of the soil are completely dry before watering again. Overwatering will cause root suffocation, or in this case, prevent it from growing a good rootset in the first place. You may want to use a fungicide just in case. Wet conditions can breed disease.
It is worth noting that your USDA zone falls right outside of their normal range. Zone 8 is their high, and you are zone 9. With this being said, you may want to dig it up at the beginning of Fall, long after it recovers, and keep it in container. Leave several weeks for recovery so you can provide chill hours. I have 2 15cm x25cm deep with peony in they are just beginning to show. They have been in these pots 2 years now, should I be transferring them into slightly bigger pots or wait till autumn. Thank you
They can remain in containers up to five years unless you see roots coming out of the drainage holes or appearing on top of the soil. If that is the case, you can transplant them now. Here is more about the care of peonies in pots:

Peonies are typically transplanted in autumn. If you move them now, the usual transplant shock may ruin this year's blooms. Definitely add 2" of compost on top if there is room. Don't cover the emerging stems, however.
I’m thinking I may move the bulbs into a protected garden area. Can I do this now & hope they will come up next spring? I’m soooo sad!!
