I can't find any information on what is happening here or what this stuff is. I rubbed one of the blooms and out came a bright orange powder. Is this a disease? Something I should be worried about?
They are insect eggs. I cannot seem to ID which one, but by the looks of the damage left behind... Probably not something that you want in the garden.

Doing so will, usually, lead to unstable and weak structure. In essence, the tree will fall apart from its own weight well before it gets old if you top it.
Some trees respond well to topping, while others are best left to their own shape, for structure's sake.

My pecan trees have these tiny black or dark bugs eating the leaves, and that point of that leaf it looks like dry. I spray my tree but I don't know if it's going to help.

This is not necessary. It needs to be cleaned after pruning with clean shears, and let to air dry to callus over. This will prevent infections that can come with pruning with dirty shears or sealing in pathogens.
If you feel that you MUST seal it, be sure to clean the area, first. Then seal it with a plant sealer to avoid any toxic chemicals interfering with the healing process.

it is now late September in Cyprus pecan due for harvest in Sep-Nov. nuts are showing and branches are falling due to overweight. Can I reduce the size of the branches and its height now without damage ? and if so how much do I need to cut ? my trees are aprox 5mts in height when they fall its from the stump and it a danger to us. Please advise me what I can do.

I love the look and size of mature pecan trees and I would like to plant one in my empty back yard. They are all, very, similar in size. As long as you don't purchase a dwarf cultivar. The best way to ensure a large and full tree is proper care!
It will be best to choose one, locally, from a nursery that has a good reputation. Local trees will tend to become less invasive and grow best for your area.
