Q.Unidentified ‘stuff’ On Young Pecan Blooms

I can’t find any information on what is happening here or what this stuff is. I rubbed one of the blooms and out came a bright orange powder. Is this a disease? Something I should be worried about?

They are insect eggs. I cannot seem to ID which one, but by the looks of the damage left behind... Probably not something that you want in the garden.
