There are new leaves that look glossy and fine
Unfortunately, your photo did not come through. I will be unable to assess any damage.
In the meantime, here are some articles that will explain some of the more common diseases:

I have two oak trees and underneath those trees are new oak tree suckers are coming up all over the place. How do I stop this from happening?
The only way to prevent this is to keep them cut. They can indicate that there is a problem with the tree, as well. Once the tree is in proper health, suckers should remain at a minimum.
Here is an article that will help:

ill it live? The tree is about 10 years old, about 10' tall, and about 3" diameter at the base. There is some damage to the bark at the base (see photo). We are about latitude 45.
It looks like the main tree has died. Those shoots from the root may be a different kind of Oak than the one that you planted if the tree was grafted, but choosing one of the shoots to be the new "leader" and cutting the rest and the dead tree down can help.
Unfortunately I cannot say what has killed the tree. I can include one of our articles for Oak tree care, so that this may be prevented in the future, however.

I have a young (about 3 yrs old) oak sapling that has a very unusual growth coming out the top. It almost looks like a flower but it's a cluster of multiple (at least 25-30) new leaves. They look like feathers and kind of swirl around the top set of leaves. I've attached some pictures. I've never seen anything like this before can you tell me what it is? Thanks in advance
This appears to be a disease known as Witches' Broom. Though it is not deadly to the tree, it can be unsightly.

I have a white residue on part of my oak tree trunk and several nearby leaves. It looks like snow on the leaves. How do I get rid of it? Thanks !
It looks like there are multiple insect pests. Caterpillars can make webbing as you see on the trunk. Mealy bugs are what the clumps of white on the leaves are. Both can be treated with insecticides, but you will want to remove as much of them before treatment. This will help by exposing any eggs that may be hiding.

I have recently noticed some disease on the leaves of my oak tree. It makes the leaves turn yellow with orange bubbles on the surface. I also have Mealy Bugs on this tree. Are the 2 problems related? I'm going to use an insecticide for the Mealy Bugs (Malathion), but don't know what to do with the other problem. Are you able to provide guidance on these issues? BTW, what type of oak tree do I have - Live Oak? Thanks ! Reggie
It does appear to be a Live Oak! The mealy bugs can cause many diseases, and the blistering is likely related to that.
You will need to correct for the mealy bug problem, first. This article will help:

Next, you will need to treat with a fungicide to combat the disease left behind:

This article will help you to care for the tree:

Hello, I have seedlings growing from acorns I found in BC. They’re about 5 inches tall and in solo cups with holes at the bottom for excess water. At what point should I replant them in a bigger pot? I’d like to plant them outside eventually but probably won’t be able to for a few years.... I live in Edmonton, Alberta. Thanks!!
I would go ahead and move them into 2 quart pots now because the tap roots grow quickly.
If protected, they could probably be planted outside in the spring. I'd wait until you're sure the frost is over, since they are still tender. I think this article will help.
