Q.Unusual Growth On Young Oak

I have a young (about 3 yrs old) oak sapling that has a very unusual growth coming out the top. It almost looks like a flower but it’s a cluster of multiple (at least 25-30) new leaves. They look like feathers and kind of swirl around the top set of leaves. I’ve attached some pictures. I’ve never seen anything like this before can you tell me what it is? Thanks in advance

This appears to be a disease known as Witches' Broom. Though it is not deadly to the tree, it can be unsightly.
