Q.White Residue On My Oak Tree Trunk And Leaves

I have a white residue on part of my oak tree trunk and several nearby leaves. It looks like snow on the leaves. How do I get rid of it? Thanks !

It looks like there are multiple insect pests. Caterpillars can make webbing as you see on the trunk. Mealy bugs are what the clumps of white on the leaves are. Both can be treated with insecticides, but you will want to remove as much of them before treatment. This will help by exposing any eggs that may be hiding.
