When is the best time and procedure for Blue Hibiscus bushes in Southern California?
It's best to wait until early spring to prune your plant.

My outdoor Hibiscus is still dormant? It still has green on one stem so seems to still be alive It now has some white stuff on the branches I don't know what that is? Please see my photo. Can you please advise me if I need to do anything to help it or can't be saved? Regards T
If it is still dormant this close to Autumn, it is a safe bet to assume that it will need to be replaced.
You can attempt to cut it down to regrow in Spring, but this will not be very likely to happen.
They are sensitive to overwatering, and will contract diseases very easily from doing so. If you are unable to control how much water it receives then you may need to use biofungicides in the soil to prevent infections.

I have a hibiscus Moscheutos plant and it has the stalks. I live in New Jersey I get about 9 to 11 shoots each year from the plant. Some one told me that I can divide this plant. Can you tell me how an when to do this?
Yes, you can divide the hibiscus, but wait until early spring to do it. Here's an article about how to divide the root ball of a plant:

Have several south florida plants in pots and need to know how to have them survive the winter months in northern florida. ie: Hibiscus, crotons, thai plant.
None of these plants are hardy in your zone 8, so I would plan on overwintering them inside the house near a south-facing window.

do I still have to water it when it is placed in a dark cool place ?
It will only need light watering during this time; the soil should not get completely dry. This is a helpful article: https://www.gardeningknowhow.com/ornamental/flowers/hibiscus/wintering-hibiscus-indoors-winter-care-for-hibiscus.htm
My Hibiscus leaves show damage (from pests?), and some of them are turning yellow. Photos are attached. Do you have any recommendations? Thanks ! Reggie
These plants are very heavy feeders, and this will be especially true in container. They require frequent half doses of fertilizer to be happy.

It's hard to avoid yellow leaves on hibiscus. I see you have some chewing insects on board. These articles should help:

Please look at the 4th photo the plant was very healthy and I brought it inside in September Please help thanks
Bringing plants inside for the winter is always a big adjustment for plants. It helps to move them into the shade outdoors for two weeks before bringing them inside to help acclimate them to lower light levels. Often they will drop all their leaves, but new ones will regrow.
Since yours are still turning brown, I would check the light levels, the watering, and check for insects (spider mites are hard to see but can do a lot of damage). Also, make sure it is not next to a heating vent.
