I have a hibiscus Moscheutos plant and it has the stalks. I live in New Jersey I get about 9 to 11 shoots each year from the plant. Some one told me that I can divide this plant. Can you tell me how an when to do this?

Yes, you can divide the hibiscus, but wait until early spring to do it. Here's an article about how to divide the root ball of a plant:
