If the roots are coming out of the bottom of the pot or if water runs right through the pot, it may be time to repot.
Only choose a pot 1 or 2" larger then the pot that it is in now. Make sure it has an adequate drainage hole.

Use a good quality potting soil.

It is never a good idea to plant in a pot without drainage holes, because this will not allow water to drain and can lead to overwatering and root rot. Even if you avoid this, salts can build up in the soil and harm the plant since they have no way of exiting the pot. See if you can drill holes in the bottom of the pot to create a more hospitable environment.

If you live in a part of the state that gets below -10 degrees you will want to only grow these as a houseplant. If it stays above that, then it will survive just fine. The roots are more important to keep protected, but the whole plant will suffer if it gets out of range. You can mulch if you wish, as it is better to be prepared, than not. You can wipe the area clean with peroxide. That will stop any infection from starting. You can root this offshoot somewhat easily. This will give you a second plant! Here is an article that will help: https://www.gardeningknowhow.com/ornamental/foliage/yucca/propagation-of-yucca-plant.htm
