It appears to be one of the many types of yucca! The yellowing can be normal, but it may mean that you need to repot it into a slightly larger container. The thing in the center is a flower. You can leave it until it fades, then cut it where it comes out of the plant.

Can I saw off at base and give away or sell? Or do they not grow if cut off and replanted?
The cut stem is not likely to root and re-grow. Cut it at the base and carry it out, or remove from the top down in small pieces to make the removal and disposal more manageable. The stump may re-sprout unless you apply herbicide or remove. The stump and underground root system will remain and will be an obstacle for planting in the same spot. Digging out the stump will be a big job. Plant off-center in open spaces to avoid strump removal.
Hi, I have a small indoor yucca plant, I was wondering what the black is that has been placed on top. What is it and what is it’s purpose? Thanks
This is, simply, a seal for when the plant was pruned. In a nursery setting, where there are many trees in one spot, it is useful to keep diseases to a minimum.
This treatment isn't, usually, necessary in the home setting.
This will not harm your plant, nor will you need to do anything with it.

I just repotted my Yucca cane and I think I left the soil too moist. What if anything can I do about this?
Our experts say to wait until the soil feels completely dry a couple of inches (around 5 cm.) below the surface before each watering. Here's an article to help: https://www.gardeningknowhow.com/ornamental/foliage/yucca/yellow-yucca-leaves.htm
I have an indoor yucca plant that was at least 8ft tall but when it was moved from one house to another a 4ft piece was broken from the stalk and I would like to know if there is a way to get the part that broke off to root so I can put it back in the original pot and continue to grow it. Right now I have it in a vase with water and it seems to be doing good.
You may want to cut the branch into smaller pieces for rooting. Here's a helpful article;

Hi. Do you think my indoor yucca plant has a disease or something temporary that I can help rectify, such as over watering?
It does appear to be related to overwatering. Make sure that the soil has a chance to dry out thoroughly between waterings. Yucca will tend to prefer dry soils, and this will be especially true indoors.
