I planted it last year and the same thing happened but it came back this year and looked really healthy and started to grow quickly but it has now stopped growing so fast and the bottom leaves are starting to shrivel up. See picture for
This stems from a soil borne infection. This is, likely, due to the heavy nature of the soil.
Attracting or adding earthworms after a fungicide treatment can help.

I have never had good luck with clematis before, but I just planted Warsaw Nike in a large long planter, covered it with mulch and keep it watered. I deadheaded the dead blooms after planting. They just don't look good and don't look like they will do much. They look weak and spindly. How long does it take before they begin to take off and grow? Thanks
There's no way to predict exactly when your plant might perk up, but here's an article that may help:

My Clematis is growing away strongly as you would expect at this time, but at its base it has thrown up a small clump from which has grown 6 flowers on short stalks is this an unusual occurrence and should I just leave it alone.? Kind regards
You have a Clematis that is grafted! Essentially, it has a different rootstock then the top.
I would cut them off, as they will likely overtake the top scion over time. If you would rather the root stock take over, then leave them, but you will lose the top at some point.

I am looking for the correct name of plants.
The botanical name is Clematis. There are over 200 species of Clematis.

I would like to know if I should spray my blooms and if so, with what. The leaves are fine. It is just a few of the blooms that are affected.
Unfortunately your photo did not come through. If you suspect that this is mammal damage, and not insect (Which is what it seems) then spraying with cayenne pepper mix can help!

My clematis vine that I planted last year grew nicely (for first year) and flowered beautifully last month (May). Now it is completely brown and looks dead. What happened?
It sounds as though your clematis has clematis wilt which is a disease that strikes the vine just after or during vigorous growth.
Here's an article that will help you with your clematis issue:

My clematis looks like it's resting. Still green but only little stars all over. Should I cut off the stars?
Yes, you can deadhead the stars, those will turn into seeds (unless it's a sterile hybrid). Or just wait till you do your yearly pruning.
