When I am working on my Yucca do I always need to wax the trunk when cut? If not when do you know to do This? Rescued a Yucca, please help!
It is not completely necessary to wax a cut, as it will heal just fine on its own. This is, primarily, done professionally to reduce disease. When there are several plants in close proximity, it is necessary to take precautions.
Waxing is popular with fruit trees, or otherwise any other plant prone to infection from pruning. Yucca aren't too particular here.

The yucca is new so not very big. Not sure if it's too late to plant outdoors.
Since they grow well indoors, I would wait till spring to plant it since it is young and probably a little tender. Here is more information on their care:

I have a yucca tree that has grown to approx. 7 feet tall. I keep it on my patio. It was always very healthy. We had a storm last week with heavy rain & wind. The top 3 foot of the tree has now bent completely over. It is still attached to the main trunk. It hasn’t snapped off. Is it possible to remove the top 3 foot section & replant it?
Yes, you can do that, but wait a little while first and see if it straightens on its own. If you choose to make a new plant, then the old stalk will sprout replacement pups. Could somebody tell me what type of yucca plant this is?
This is a red flowering subcultivar of Yucca Baccata. This will require the same care as the standard white flowering kind, which is very minimal.

Had a yucca stump for a year. No shoots showing this past summer. Removed it today, but some small Roots I can't remove. If I plant something else in the hole, is there a chance the yucca will try to regrow?
According to the article below, yuccas will regrow from any root left in the ground. It can be very hard to remove them by hand, but pouring boiling water over the area several times will kill anything before you plant. That is, if you don't want it to come back.
I think it is an elephantipes type and is over 20 years old. Stems are approx. 1.6 metres without any leaves.
This can by remedied, usually, by pruning. Since it has three main stalks, you can start by pruning one to the height that you want it to be. A few days to a week later you can remove another. Finally, the last can be removed in a week after that.
This method will make for a faster recovery, while encouraging branching.

My yucca plant leaves were turning black by the hand fulls. I pull them off and then a few days later there is more as well as sections of the trunk was turning black. I always put in house during winter, then back on porch in spring. When this happened it was in house.
This sounds, either, fungal or bacterial! Unfortunately, your photo did not come through so I cannot identify the issue.
This is caused by overwatering, most commonly. You will have to make sure to let these dry out, very thoroughly, between waterings. I would recommend treating with a fungicide, also.
