Neighbors are eliminating all their mature wisteria plants. What is the easiest way to transplant? Can wisteria be started by just planting runners? Wish to place this on full sun (south side) chain link fence and to grow & bloom as fast as possible.

Here are answers to your question about propagation: https://www.gardeningknowhow.com/ornamental/vines/wisteria/propagating-wisteria-cuttings.htm
Our healthy wisteria suddenly developed yellow leaves and seems to be dying - what could cause this? We have a wisteria inherited from a friend about 5 years ago. It hasn't bloomed since the transplant, but has been vigorous and lush. It started yellowing and dropping its leaves out of the blue, unless an application of general purpose fertilizer could have caused the damage. Any ideas about cause or remediation are welcome.
The answer probably lies somewhere in this article: https://www.gardeningknowhow.com/ornamental/vines/wisteria/wisteria-blooming-problems.htm
Tip: check the drainage especially, wisteria don't like it wet. Also is there a possibility of herbicide drift?
It's growing like a weed, but no blooms.

Can I move wisteria?
You can always move a plant, the question is what are your chance of success. To maximize those chances, follow the advice in this article: https://www.gardeningknowhow.com/ornamental/vines/wisteria/transplant-wisteria-vines.htm
We are adding concrete and we removed a few roots from our wisteria vine.
Your wisteria is just trying to adjust itself to having part of its roots hacked away. Plants have a ratio between roots and leaves, and if you cut off some of the roots, you should also cut off some of the branches and leaves. If you didn't cut them off, they die anyway because the plant can't support them. I wouldn't worry, though. Wisteria are pretty tough; cut back the dying parts, and the plant should right itself in a few months. After propagating a wisteria plant from a cutting, how long might it take until it flowers?
It takes at least 3 - 4 years to begin flowering. More information here: https://www.gardeningknowhow.com/ornamental/vines/wisteria/growing-wisteria-proper-wisteria-vine-care.htm
We bought our house a year ago. The previous owners told us they had tried everything they could think to get rid of the vines. We pulled out as many as we could late last summer but they came back like crazy this year. We are not interested in keeping them and would love any pointers and advice on permanently getting rid of them.
Thanks
