My red bud tree appeared dead, no buds. But several little new leaves appeared at the bottom of the trunk. Is there any way to save it

It's possible your tree is a grafted Red Bud Tree; and that the top of the tree died off. The shoots you are seeing are likely from the root stock.

If the tree died, there is nothing that can be done. If this is a new planting, within the last year, you can talk with the greenhouse to see if they will replace the tree.
