You can trim down to the ground level and paint the cut edges with full strength herbicide. This will draw down to the roots and kill the roots.
You will likely need to do this many times. Pull out new shoots also as soon as they emerge.
Patience and time will help control the shrub.

Your plant will benefit from regular pruning and shortly after flowering is the best time.
Flowers form on the previous years growth not on new growth so don't prune until after flowers have faded.
Prune the lowest branches back to the trunk and then prune for shape.
You can even cut the entire shrub back to a 6 inch stump every 2 to 3 years. Severe pruning will give you longer stems and larger catkins.

I am trying to find some starts to grow a pussy willow tree with no luck. The nurseries say just get some cuts from a friend. After many calls, everyone tells me they had a pussy willow and it died over the winter. Are they hard to grow or what? I live in NE Iowa. I believe that it is zone 5. You can generally purchase 'bare roots' of Pussy Willows.
Check with a garden center or greenhouse that sells shrubs and trees.
Pussy Willow is quite common and they should either stock these plants or can easily order them for you.
Bare roots can also be ordered online and shipped to you.
Pussy Willow are not difficult to grow and will winter over in zone 5.
