Can a pussy willow stay in a planter over a VT winter? If so, how shoud it be protected?

Your Pussy Willow plant should be fine in a container through the winter.
You can prune it down with information in the link below.
It is likely that come spring it will grow quickly and will likely outgrow a planter.

You may want to consider planting it in the ground this fall.
