Palms are, notoriously, difficult to pin down. This is true when young, especially.
You may have to wait until maturity to be able to ID this.

This tree has this every year, when they die they smell.
It is probably seed pods and you can remove them each year. Find out first if your palm is toxic and you need to wear protective gear.
You can also remove any dead palm leaves in the process.
The palm has been planted about 10 yrs. The stunted growth was covered up by the seed type shoots that I recently cut off that grow in the spring. It is watered once a week for 30 minutes but I can't say how much actual water in gallons it gets. It was planted in a well by the landscapers. There is drip irrigation inside and outside the well. Outside, there are at least three drippers about three feet or so away from the trunks. The drippers are the adjustable kind. Looking closely at the new growth, it almost looks like the newest growth may be OK, but the growth right before it is stunted. It has not been fertilized as of yet this spring. I do not want to lose this palm. What am I doing wrong? Whatever it is, I sure messed up my poor palm. Appreciate any help you can give me.
Have you had your soil tested? Our experts say that "excessively alkaline soil should be amended with sulfur. The area should have organic nutrients over a large area since palm tree roots will spread and should have access to these nutrients many feet from the trunk."

It does appear as the classic symptoms of overfeeding. Underfeeding will not, usually, be an issue.
It could, also, be that it is receiving too much sun. It looks to be a type of Dracaena and they don't tolerate full sun.
They are also quite sensitive to cool temperatures, so it falls below 50 or so, you will notice symptoms like this.

Recommend paint and cleaning products
You should only have to wipe the tree with a dry cloth before painting, though this isn't necessary. Usually, painting will be sufficient.

I am not sure what type of palm this is. It has outgrown our space. Not sure how to take care of or how to correct this. Please help ?
You can cut the tops off of both stems and place them in pots of soil and they should root. Leave a nice size stem with them.
Then I would cut more off the leftover 2 stems and those stubs should regrow.
