It's possible the tree has a scale infestation, but my best suggestion is that you contact your local extension service for help with this.

I planted the tree 2 years ago and it was fine unil 2 months ago, I have been searching how to treat it to no avail. Here is some picture of the leaves. It's Veitcgia merilli, sorta look like Royal Palm but smaller and slender. Thank you before.
I suspect insect damage here. There are three, most common, predators. Scale, Whiteflies, and Aphids will plague many palm trees. General, broad spectrum insecticides will help here.

Very sandy soil. Water 2x week during this heat. Lots of production of the berry pods. All palms on property leaves turn yellow, then bronze on tips, then take LONG time to die. Some established for years, some younger small 3' high. Appreciate any advice! Thanks!
You may have accidentally overwatered your palm, but it's possible the soil is deficient. Here's an article that will help: https://www.gardeningknowhow.com/ornamental/trees/sago-palm/sago-leaves-turning-yellow.htm
full sun, watering at time about 2 times in week, Fertilizer 12 12 36 npk but hot Weather about 40 deg what should i do?
That is a very concentrated fertilizer to be using on this plant! You should dilute this, at least, in 1/2 and better by 1/4. Only fertilize once in Spring, and Once in summer.

Is "Skinning" a Palm Tree considered to be part of Normal Maintenance and Care of the Tree? Is Skinning a Palm Tree beneficial to the Tree? Are there any risks to Tree? BR, Nic
Yes, there are several risks associated with doing this. Many people still hang on to the old misconception that this is healthy for a palm tree, when in reality this coating of dead leaves help protect it from the elements!
Doing so may make the tree more visually appealing, but it comes with potential risks. It does not always cause problems, but it definitely makes the tree more prone to the environment and disease.

What can I do to make this palm plant look better?
You will want to plant it in a soil suitable for palms in container. Potting soil will work in most cases. Unfortunately, that clay soil will kill it.

My very tall palm trees have different kinds of branches, below the palm fronds, which bear berries. These berries are a nuisance as they drop all over and can be dangerous to walk on. Can I remove these berry-bearing branches without harming the trees?
Yes. Remove them before they bear fruit to avoid the slippery mess they make! It will not harm them at all!
Just be sure to use clean shears to avoid infection.
