Why is my orchid dropping blooms?
After a few weeks, this will be normal. The blooms will fall off naturally. If these are fresh blooms, then I would look to either underwatering, or overwatering. Both can cause this.

Received an orchid from a friend who passed. It’s in rough shape but remember how beautiful it was. Purchased orchid mix and trimmed dead roots. Do I add a wooden dowel for flower support ?
You can, but I would not trim the dead growth off unless it is completely dry. This can set it back quite a bit. This article will help with the care of orchids: https://www.gardeningknowhow.com/ornamental/flowers/orchids/indoor-orchid-care.htm

This is my first year pre-starting my own seeds. Starts are a little over 1 1/2” tall. Some of them are leaning, should I prop them up with a tooth pick? Or do I even need to worry abt it?
There is, really, no need to prop them up. In the wild, they grow anywhere they can in the canopy, and through the bark of other trees. As long as they are transplanted into a good orchid mix, then they will climb and crawl as they would naturally.
I have an orchid plant that I grow indoors. It blooms once a year in March/April and lasts about a month or two. The flowers die off but I keep the leaves green and moist. (if the soil sticks to my finger it has enough water, otherwise I water it)
It sounds, to me, like you have the hang of it. This sounds like it is healthy, and happy.
What do I do when the flowers start wilting/dying? Leave them alone or pick them off?
Yes, you can use a sterile knife or tool to remove the spent flowers.
