Yes. This is starting to become nutrient deficient. It is necessary to fertilize these at least once a month with a half strength orchid fertilizer. I like to fertilize mine weekly with a very weak fertilizer with each watering. First you will want to scrape off as many as possible. Then you can, simply, spray with Neem oil in warm water. This Will keep them from going near the plant. This article will give you more information on getting rid of these pests: https://www.gardeningknowhow.com/ornamental/flowers/orchids/common-orchid-problems.htm

The "air roots" of orchids can die if the humidity is too low- using a humidifier might help. Or they might die if the plant no longer needs them. If your orchid has plenty of other roots, then it's surely fine, but if most of its roots are dying, there's likely a problem.

You can prune off roots that are totally dead and dried out:

There are many things you can do in the situation. I like neem oil for most pest applications. Just make sure not to apply in direct sun or bright light. There are many good ways to prevent this problem, though. This link will take you to a collection of articles that will help: https://www.gardeningknowhow.com/special/organic/

You can put it into some orchid mix. Put a few drops of honey and a crushed aspirin tab in warm water and mix. Let this cool and water the cutting with it. This will force it to sprout roots. You will need to be patient as this can take awhile.
