I have 2 standard Oleanders one white and one pink. I'm not sure if they need pruning as there looks to be some dead buds. When do you do this and how? Someone said prune half way down.
Prune them after they've finished flowering. This article will give you the information you need:

A black, burnt appearance to buds about to bloom and on some stalks.
This appears bacterial. I would treat with a bactericide. Here are some articles that will help:

I found hard white dots on the stems of my Oleander and after much search online I haven’t been able to find out what they are.
This is a scale. Using applications of Neem oil will prevent the critters from eating or laying eggs. Here's an article that will help: https://www.gardeningknowhow.com/ornamental/shrubs/oleander/common-oleander-pests.htm
It has flowered really well. This is my second summer to have it.
This could be normal pest invasion that can be treated with horticultural oil. https://www.gardeningknowhow.com/ornamental/shrubs/oleander/oleander-dropping-leaves.htm
If you see the condition overtaking the entire plant, you could have a problem with leaf scorch, which doesn't have a cure:

Oleanders are about 4-6 feet high and are near the sidewalk and pool area. We would like to transplant them to an open area for a privacy hedge. We are in Zone 9; Tucson Arizona.

1.)I have seven very large oleanders (7 feet up to 12 feet tall) in my El Paso yard on west side of Franklin mountains. What is best time of year to trim them? How much should I trim off? 2.) Where can I obtain lavender plants, the Grosso variety that is large and deep purple? When is best time to plant them in El Paso Zone 8?

Our experts feel they should be pruned by mid-September, but your Texas weather may still be appropriate right now.
You can plant lavender in spring or fall. We don't recommend certain retailers, but suggest you find your lavender plants locally or online from reputable nurseries.

I would like to use oleander in my garden in Greece but have learned how toxic it is and I am worried for my 2 adult cats. A gardener here now says it is ok. It grows anywhere here in Greece. He claims only the milky juice of the plant is toxic. Would you happen to know of any experiences of other gardeners who have animals with this plant? Should I avoid it and if so, do you know of any other alternatives I could use? My garden site is very windy and very sunny. Thank you.
I don't know of anyone who's experienced this, but it's a very real thing. Oleanders are highly toxic.
