Q.Oleander / Toxicity?

I would like to use oleander in my garden in Greece but have learned how toxic it is and I am worried for my 2 adult cats. A gardener here now says it is ok. It grows anywhere here in Greece. He claims only the milky juice of the plant is toxic. Would you happen to know of any experiences of other gardeners who have animals with this plant? Should I avoid it and if so, do you know of any other alternatives I could use? My garden site is very windy and very sunny.

I don't know of anyone who's experienced this, but it's a very real thing. Oleanders are highly toxic.
