I bought 2 oleander plants last year and my son's overwintered well (more sheltered than me) but mine is looking very sad. The leaves look brown and not a healthy green. My son kept his in a pot and I planted mine in the garden. Both left out for the winter and we only live 8 miles apart, I don't think its leaf scorch but more likely to be frost damage. Can I save it please?
Go ahead and trim off the discolored leaves in case it's a fungal issue. Here are some articles that should help narrow it down:

I am planting oleander around my well and want to know if I need to stay a certain distance from the PVC water supply line?
Typically, you will want to plant these around 12 to 20 feet away from water pipes. They will, definitely, seek out water and enter pipes wherever possible.

We have moved recently to a place that has Oleander growing. They are old, many have rotten trunks. They had been trimmed and the half cut back truck are not healthy Thank you

Just noticed my oleander tree has been ravaged by caterpillars. I have removed the caterpillars, but most of the leaves are already gone, with the spines of the leafs intact. Will the leaves grow back? Do you recommend i leave the plant as is, or do some serious pruning to encourage new growth? Thanks,
I would leave it as is, until it recovers! This article will help with the control of these pesky creatures:

There is an abundant number of ways to develop flower buds that still do not open; see which one applies in this case: lack of water or insufficient water; too much water; too much nitrogen from lawn fertilizers (use high phosphorus fertilizers); too little direct sunlight (aim for much more than 6 hours); competition for nutrients from other plants/some trees/weeds/grass/etc.; pruning when the plant is developing flower buds; pest infestation (mealybugs, scale, aphids, etc.);
How often and how much should you water a new 4 foot newly planted Oreander shrub ?
They are very drought tolerant once they are established. Water it deeply. Try every 3 days. They begin to drop their foliage if thirsty, leaving the tree with an open canopy. If planted in container culture, you may need to water more often. Remove the oleander from its container and position it so it sits at precisely the same height in the soil as it did in the container. The base of the main stem should be at soil level, not below.
