I have groups of leaves growing from the spent flower stems with small roots, can i plant them?
Sure! They will transplant like a normal plant will. Just be sure that you use a clean knife to avoid infection.
You can treat this as an advanced cutting:

Research shows they can be moved anytime of the year, but the best time to divide is right after the foliage dies back in early spring. (they are dormant during the late spring and summer).

We are rank amateur gardeners and have inherited this garden. No idea about this plant and what is normal for it. It has been pretty dry the last few weeks and we have been watering every few days. We have 4 of these and three are looking like this; the fourth looks normal.
It looks like one of many plants in the lily family! It will be hard to say, exactly, which without seeing the flower, root mass, seed, and other details that would allow for a proper identification.
Most lilies have similar care, but this one looks to have been overwatered, or even overfed. Both can cause this damage.

You are in zone 7 so they should be fine. True lily bulbs are very hardy, many to USDA zone 4. I would mulch the top of the container, though. And for extra protection, you could move the container closer to the house or out of the wind (if you can move the large container).
If you are referring to tender lilies like canna lilies or calla lilies they are borderline hardy in your area and should be dug up and stored over winter or the pot moved to a place in a garage or basement that doesn't freeze.
Read plant something around black jack lilies to keep them cooler during hotter days -- like what?
You can plant a groundcover that takes light shade or part sun for zone 9. Here are some options:
