I have had two star jasmine plants for the last three years. For the first year they grew great, but in their second year all the foliage turned red and they dropped a lot of leaves. Since then they have barely grown and ALL leaves have been red. It does not matter what time of the year it is. They are always red and leaves are pretty sparse. I do not water them fall through spring, as we get 40+ inches of rain at that time and nothing ever dries out. In summer I water them about once a month. We do not get summer rain hear, but I am in a cool foggy coastal climate. I have seen jasmine around town that looks lush and healthy. I have tried fertilizing with no effect. Any suggestions for be appreciated!
Unfortunately, your photos did not come through. I am unable to see the issue in question.
Typically, this is a pH issue. It can be a phosphorus deficiency, as well, but it is best to test the pH first to rule that out. If soil tests confirm that nothing if wrong, or everything is in balance, then it will likely be disease.

Can you tell me if this will grow well in New York City (zone 7). My garden is on The Sound and is exposed to salt spray and cold winds during the winter. Where can I get additional information? Could I easily start this from seeds? Thank you.
I think you'll want to provide some protection from the cold winds. These plants are fairly hardy, however, they don't do as well in rough weather conditions.

This is a potted Jasmine - marked “Jasmine Belle of India” by the Whole Foods store where I bought it in the autumn. It has spent the winter near a north-facing window and has become leggy - branches extending about 24-30” from its 8” pot. No flower buds are visible yet (there were some blooms when the plant was purchased). Assuming I should cut back these extravagant stalks, how much. Thanks.
I would wait till late spring then cut it back by 1/3 to 1/2 and train it on a support. Also, it will need a sunnier window for spring thru fall. It is the jasminum sambac variety and grows to 4 to 5 feet indoors. Outdoors it is a sprawling shrub (in zones 9-11). You can summer outside in full sun to part shade and bring indoors before last frost.

hello I am concerned about my Arabian jasmine plant that is not blooming anymore, its leaves are curling up, dry to touch but still green. old leaves are turning brown faster & falling. its been watered enough and also fed nutrients now and then not regularly but mostly 14 days apart. due to winter, I was not able to give them enough sunlight. I am looking to revive the plant & want to know if it has gotten pests or some disease.
I appears to be overwatered, and possibly overfed, unfortunately. Before feeding, measure soil nutrients and pH. This will tell you when the soil nutrient content is low. Here are some articles that will help:

is there a difference
Yes, there is a difference. Night-blooming jasmine (Cestrum nocturnum) is not a jasmine at all. It is a jessamine plant in the nightshade family, Solanaceae. Its clusters of tubular, white-green flowers open at night, emitting its perfumed scent.
Star jasmine (Trachelospermum jasminoides), also called confederate jasmine, is in the Apocynaceae family. Its fragrant flowers are shaped like white stars.

How many times a week should I water it? Is it better in covered terrace with partial sun or in full sun in the yard? It doesn't have any blooms, how long before it blooms? Thank you for your help.
It's possible your plant is getting too much shade. Here's an article that will help:
