Is it advisable to plant Foxtail Palms in Clermont/Oakland Area because of weather? Should green Fronds ever be removed?
Foxtail Palms grow in zone 8-9.
Queen Palm grow in zone 9-11.
You are in zone 9b.

I would suggest talking with your County Extension office to see if they know of success with these 2 palms in your area. Zone ratings are guidelines and you need to watch weather trends.
I have a few foxtail palms and they got a bit of shock during a few days of freezing temperature in Tampa this past winter. Two of them are doing much better with new green fronds sprouting but not so much for another one. The middle fronds that were sprouting on this Foxtail are dead. I pulled out the clump of fronds straight from the top. The tube that they were growing from came straight out with it. there was brown wet moisture with a strong odor to the tube. The Foxtail is about 7 feet tall. My question is will this foxtail rejuvenate itself over time or pulling out the middle tube from the top means the tree is dead. Thank you, Jason
It doesn't sound good for survival of the palm with dead terminal growth. You could give it more time to see if it will resprout a terminal bud, but I doubt it so don't get your hopes up too much or spend money. Apply a palm fertilizer and provide adequate water.
vering the leaves. The leaves have started to droop. help!
It sounds like a palm weevil. These will destroy the tree. This article pertains to infections on sago palms, but the treatment will be exactly the same. You can read the article here: https://www.gardeningknowhow.com/ornamental/trees/sago-palm/weevils-on-sago-palms.htm
do I get rid of them and care they harmful to the plant?
I have answered this on the original. This appears to be a duplicate.
Hello. My foxtail palm hasn't produced a new frond for almost a year and continues to produce bunch after bunch of seeds. Could you advise of the problem please?
I would keep the seeds pruned from the palm. This may help the plant produce more growth instead of spending it's energy on reproducing.

Planted 8 months ago in VERO Beach Fl. My other fox tail is doing fine
From the photo, your palm appears to have a stem canker/fungal disease of the trunk. I see the brown decay an cracking just below the frond bases.
Something like this usually takes a couple of years or more to develop to this stage, so it's likely that it came from the supplier with the disease already present.
Do the lawn sprinklers hit on the palm trunk at that point? If so, it could be part of the problem. And if the other palm has the same growing conditions, in the middle of a lawn area, then it could be next.
Foxtail palms are resistant to most insects and diseases. But they are vulnerable to various fungal diseases triggered by over-watering. The solution is controlled watering and good drainage.
Last week my 12ft and 16ft foxtail palms looked beautiful. 7 days later every frond on the smaller palm is brown and the larger palms is doing the same. It is on the Gold Coast and they were growing perfect until now. Any idea what could have caused this?
This appears to be a fungal issue. There are several ways to treat this, including: cinnamon, clove oil, lavender oil, neem oil, and wettable sulfur among many other methods. This article will help: https://www.gardeningknowhow.com/ornamental/trees/palms-trees/fraying-shedding-palm-fronds.htm
