Q.Why are leaves on my fox Palm brown. Not growing as it should

From the photo, your palm appears to have a stem canker/fungal disease of the trunk. I see the brown decay an cracking just below the frond bases.
Something like this usually takes a couple of years or more to develop to this stage, so it's likely that it came from the supplier with the disease already present.
Do the lawn sprinklers hit on the palm trunk at that point? If so, it could be part of the problem. And if the other palm has the same growing conditions, in the middle of a lawn area, then it could be next.

Foxtail palms are resistant to most insects and diseases. But they are vulnerable to various fungal diseases triggered by over-watering. The solution is controlled watering and good drainage.
