14 ft double foxtail palm planted in September. Was lush with several fronds. Now many of bottom fronds have died and fallen off leaving only a few at the top. Looks sparse and spindly. Will it ever be lush again.
Yes, I do believe that this will come out just fine as the year progresses. It doesn't seem unhealthy.

We have a fox tail palm in our front yard and I love the fact that it is self cleaning. We have one shoot that has never opened. Its been like 2 years. We have had other shoots that have opened but this one seems to be dormant. Can we cut it out or slice it to open it up? Also there are brown tips on some of palms. Any help/info would be appreciated.

The frond grows great, but has a really hard time opening up. The spear will start to open at the end and the rest just stays closed. We have a lot of foxtails on our property, but this one tree is the only one we have a problem with.
Avoid removing fronds unless you're 100% sure palm leaves are brown and dead. Palms need their old fronds to help support new growth.

How big are the plants now? If they are small you wouldn't want to put them in a large container because it would cause them to sit in too much moisture. Your containers need to grow with the plant. Keep in mind that if you will be moving the containers around, you want a size you can manage. You also can buy rolling platforms to sit them on if they will be moved indoors and out.
I would not recommend anything over 15 gallons in size. This will become heavy and hard to move once established.

My foxtail palm was planted 3 years ago was doing fine. Then I noticed new growth (new unopened frond) has not come out. It has been three months since a new frond growth have appeared. The open fronds look fine and having been following natural growth pattern minus the new growing frond.

It is not necessary to cut off anything that is not completely dead, and in fact they are self cleaning. Cutting off living fronds can cause potassium deficiency in palms and should be avoided.
