This plant generally resists a lot of diseases. It can, however, be infested by pests such as scales, mealy bugs, and nematodes.
In case of a scale infestation, use a horticultural oil to spray the plant with. Mealy bugs are easy to spot, thanks to the cottony masses they grow as, and can easily be gotten rid of by spraying the plant with water from a gardening hose.

It may be a watering issue, either too much or not enough. The soil should be kept moist but must drain well. A slow release fertilizer will keep it flowering till frost.

Usually, this will be due to low organic matter in soil. Clay soils, or otherwise hard or compacted, slow draining soils will be to blame for slow growth.

These plants require very rich soil amended with organic matter to flourish.

It's possible they suffered a fungal infection after all the rain. Be sure to pick up and destroy all the leaves that fell. Did you notice if they had spots on the leaves before they fell? Did you use a balanced fertilizer (10-10-10) four times during the growing season?

I would also check the drainage. It's also possible with all the rain that poor drainage caused some root rot.

Going forward, fertilize regularly, check drainage, and water only when dry.

It appears that it could be a Duranta, but I can't quite make out any details of the leaves or flowers.

Here is an article for their care: https://www.gardeningknowhow.com/ornamental/flowers/duranta/care-of-duranta-plants.htm
