My duranta is 3 years old and only flowered once, the tree is in good shape other than it does not bloom.

They have what looks like yellow seeds on the ends
It produces yellow drupes in the fall so it could be those or seeds. It also may be flower buds so I wouldn't prune now unless it is done very lightly. You may sacrifice some blooms if you do because the plant flowers on old and new wood. It is best to prune immediately after flowering.
