I am seeing the tale-tell signs of a nitrogen deficiency. If you do not feed this regularly, then it is likely that there is an actual deficiency.

If you can test the pH of the soil, and the EC as well, then you can get a better idea of what is going on. If the soil is too alkaline, then the plant will not be able to take up nitrogen. If your EC is higher than .5 then there will be plenty of nutrients, and if it is less then that, you may want to feed it.

Yes give it some time like that, not more rooting hormone if it has already shown some new roots it's in good shape. Water and a little love and good things happen. You are on the right track it seems.

You should notice a change in color of the pod, and it may even start to dry on the plant. Right before they fall off, you can harvest them and start them. Here is an article for more information: https://www.gardeningknowhow.com/ornamental/flowers/desert-rose/desert-rose-propagation.htm

Desert rose can be grown from seed; however, the seed needs to be fresh. It does not store well. Here is a step-by-step guide. https://www.wikihow.com/Plant-Desert-Rose-Seeds
Carefully, hold the pod in your closed hand when you remove it.
When I have ripening seed pods that explode to fling seeds afar, I put them in an old envelope. Do not leave them on the counter! You can tie a cloth bag or double layer of cheesecloth around the seed pod instead of wiring it. It will be best to continue on in container. Planting in ground usually requires the conditions to mimic dry succulent landscapes. This may not be possible outdoors in your area. I would stick to container, and make sure it isn't too large. An inch larger on all sides will be plenty of space for the new container.

This article has some good information on this subject. It has some extra information about repotting, but you can skip down to the planting part to get an idea of what kind of soil to use, and how to do this properly. The article can be found here: https://www.gardeningknowhow.com/ornamental/flowers/desert-rose/repotting-desert-rose-plants.htm
