Can I remove the dates before they fall from the tree and can I cut out the date stems and not kill the palm tree
According to the article below, picking the dates when ripe or just before is desirable. Sometimes weather or humidity can cause fruit drop. When you say stems are you referring to the stems of the fruit cluster? Those can be cut off although not all the fruit in the cluster ripens at the same time.
I've warned my Gardner several times not to trim the pygmy date palm. He recently trimmed it to 2 o clock + 10 o clock. It is 12 feet and I'm concerned it may be growing too slowly to recover those lost fronds.
It only needs to be pruned for aged or diseased foliage. They can grow to 20 feet so it should continue growing. Here is more:

Hi can you tell me what the root system is like for this palm? If I planted it near a concrete wall 8-9 inches, would it infringe?
They have very shallow, and non-invasive root systems! As long as you give the palms plenty of room to spread, they will not do any harm. Here is an article for more information on their care:

i live in the east asia where there is plenty of sunshine and humid climate
They need plenty of water while flowering and fruiting, plus they need nutrient management. The nuts need a hot, dry climate to mature. Compare your care with the tips in this article:

I have a large date Palm in the middle of my patio. We love it but the soil around it has become impacted with roots. I’d like to know what I can do with it. Can I dig out a few inches, add good loose soil and plant a groundcover? Any other suggestions?
No, don't do any digging. The best thing you could do for this palm is just add a layer of mulch.
I had my date palm tree bloom for the first time this year it's about 14 years old now. It was exciting to watch and bloom. Some of the flowers fell off and what I think is the dates now some have started to fall off. Just want to know more about this and why. Thanks, William E Welker
You will need to have, both, a male and female tree in close proximity to produce fruit. This article will help:

Also, you should not put your personal information where everyone can see! I will remove it, but do be careful about your personal information in the future.
It is in the ground. Growing toward the house I want to remove one and replant
Were two of them offshoots of the main tree? The pups can be moved though I believe it is usually done when they are smaller. Here is more:

You can try, but doing so at the wrong time, or doing it incorrectly can kill the tree. Here are some articles that will help you:
