Cannot keep up with the weeds in a bulb garden that was neglected for a year. I weeded and tried to remove all the roots that I found but weeds return quickly so. Thinking that I will remove all soil down 8 inches or so, pull out the bulbs as I go and put in new soil, basically start the bed all over again. Will this give me a head start on the weeds?
If you want to start from scratch, it will certainly give you the edge. You have several options that you can choose as well. These articles will help you with what method you use:

I have approximately 1/2 acre lot. I have been pulling basket grass manually. I also have dove grass, and chamberbitter. The temperature now is in the 90's but do have some morning hours in the 80's. What do you recommend to handle my weed problem?
From my research I can not find any specific herbicide that will kill all 3 of the weeds you are trying to kill.
Pre-emergent herbicides are your best bet.
Once it's up and established you have to use a herbicide that will kill everything.
Organically you could use a 20 % vinegar solution.
You may want to contact your local county extension office and see if they are aware of the invasive weeds you are having trouble with.
They may have some great information or contacts for you.

I've dug it out of the ground but how do I discard the stalks? City compost? Is it safe? Or do I have to burn it?
Do not compost the plants.
If you can incinerate it that would be best.

I have to remove a diseased mesquite tree and large oleander. If I use an herbicide to kill the roots, how long do I have to wait to plant something else in the area?
The herbicides that you would use would likely be out of the soil within 24 to 78 hours.
Removing the roots from the ground would be important to insure a good healthy planting area may be more time consuming.

I would like to inoculate Verticillium to the tree of heaven shoots that are ruining my garden. Any idea how I could do that? If it worked, I would spread the word and become a benefactor of society! My garden, like many others, is infested by trees of heaven shoots I can't get rid of. Verticillium kills them but is not for the time being commercialized. Do you have an idea how I could get hold of this fungus to inoculate them? I know it would be experimental but could save many gardens, parks, etc. Thanks Paul
I'm sorry but I don't know of any source available.
Weed shoots are problematic for several trees and Tree Of Heaven is one of these.

I want to plant three trees (variety not yet decided but will be up to 6 metres tall) but I also want to kill off weeds in this large unused part of the garden. I am hearing that I should do the weed killing between November and March, but I also understand that planting of new trees should be done towards end of the year.
How and when to plant the trees is greatly determined by the varieties you choose.
Here are some links to help you get started.
