Something is eating every leaf on my trumpet vine plant and has done so every year since it was planted. The other plants in the garden are not affected. The pest appears to like the trumpet vine only. I have not seen the pests in the garden, so they must be very small.

My trumpet vine flowered profusely when we first moved in 14 years ago. The last three or four years, however, we get very few flowers. Can you suggest a reason for this?
Trumpet vine or trumpet creeper, Campsis radicans is a rambunctious, fast grower. Evaluate whether trees or shrubs have grown in those 14 years such that the vine is no longer getting enough light to bloom. Soil that is too rich or fertilized may also result in green growth, not flowers. A couple shovels of compost as a top-dressing is all they need. If it is getting at least 4 hours of direct sun daily, try a radical pruning early next spring to rejuvenate it. A couple years ago, I had to remove part of the "stem," and it has not flowered since that time.
Can you include a photo? Do you mean that you cut the entire plant down to the ground, or do you mean that you had to cut a branch off? If you had to cut the whole thing down, then this can put flowering off for several years.
If it was just a branch cut, then should not stop flowering. Did you cut the stem because it was dying, or rotting? If this is the case, then there could be a fungal infection. Cutting it off will stop the spread of that particular area, but it will not kill the infection.

It takes a few years for them to get going! I have my grandparents place and their years old trumpet vine. I started a piece of root in a large pot just to see if it would grow. It’s been several years to get it to grow and this year it bloomed. Love this vine!!!

My trumpet vine didn't bloom this year. I have two different varieties in my yard and they are both probably over 15 years old. They did have leaves but no flowers. I know it was very hot & dry here in Michigan this year. Is that possibly the reason? They still are magnificent but the hummingbirds were so disappointed this year!
would look more to a fertilizer, or pH issue! Dolomitic lime, and and all purpose fertilizer will help condition your soil back to where it needs to be.
