my lavender trumpet vines are turning yellow or a splotchy maroon/brown color and I'd like to know whats wrong and how to fix it. I live in North Hollywood, CA 91606 and we have been getting alot of rain. The soil seems to drain well. I haven't been able to upload a photo.
Check the plant carefully for pests such as aphids, scale bugs, whitefly, and mites:

Leaf spot diseases can also affect trumpet vine. If you are seeing distinct spots on the leaves, that's likely what it is:

If what you see looks more like the whole leaves are turning yellow or maroon, or they are turning colors between veins in a consistent pattern, it oculd be a nutrient deficiency as shown in this chart:

When is the best time to plant Trumpet Vines in western Iowa
Planting in spring allows this perennial vine the entire summer to establish its roots for winter survival. Fall is acceptable also; be sure to provide 3-4 inches of winter mulch. Trumpet vine can be problematic. It is a very aggressive, suckering plant that can easily outgrow its garden spot. Iowa Extension Service has this to say: https://hortnews.extension.iastate.edu/2003/6-20-2003/trumpet.html
Can you tell me whats wrong with my trumpet vine ? It looks like it's dyingf and it's spreading to my other vines.
This appears to be a fungus issue. Remove the diseased material and dispose of.
In most cases Trumpet Vine can recover from such leaf spot diseases.
We moved into a house that has a few well established trumpet vines on a rot iron fence line. However I don’t think they were maintained properly. What would happen if I cut the tops off at fence level? See attached photo.
You can cut trumpet vine to the ground and it will come back. It is very hardy and down right invasive in some areas. Prune away!
I did not prune my trumpet vine in fall. can I do it in spring ?

I've had my trumpet vine for three years, first year it bloomed. It didn't bloom last year and it hasn't bloomed this year. The leaves are beautiful but no blooms. Is there anything I can do to help this process.
It can take 10 years for a vine to flower.
