Insect Infestation – Trumpet Vine

Question

Something is eating every leaf on my trumpet vine plant and has done so every year since it was planted. The other plants in the garden are not affected. The pest appears to like the trumpet vine only. I have not seen the pests in the garden, so they must be very small.
